Parking Ticket - Overstayed 10 mins

I have been handed a "fine" from parkingeye at a retail shopping centre car park for being 2hrs 10 mins on a free 2hr car park.
Was New Years Eve-eve and was chocker.
Took ages in and longer out.
I have contacted them by telephone (before reading this article) and to the best of my knowledge have not disclosed identity as far as I know. (Isn't there a "this call is recorded" bla bla bla message mandatory before being able to be submitted as evidence) (I digress)
I was told by the 'adviser' to send them a letter so they can 'look into this' when I explained the lengthy queues getting out being the reason for 10 mins over.
I am unable to decide on a course of action as slip ups in this minefield can be costly.
I have a receipt for shopping and was going to send a copy of my card (only name and last 4 digits showing)
Have a feeling it would be a massive mistake now based on what I've read.
If anyone can point to a letter for grace periods (if there is one) it would be helpful and much appreciated.

As previously advised you first need to get your popla code.
Read up in the newbies thread on this (use the blue type appeal template) and the time to appeal. (Don't ring them any more!)
When you submit your popla aopeal is the time to mention grace periods
In parallel with this complain to the retailers you were using and ask them to cancel the ticket0 -
add an extra line to mention there were delays in the car park due to the time of year , but clause #13 of the BPA CoP covers these grace periods so the pcn should be cancelled forthwith. also add any proof of patronage of the retailers on site , without mentioning the driver (an occupant of the vehicle has the following proof of patronage blah blah)
no letters need to be written , do it on their website choosing KEEPER in the dropdown box0 -

There is no sample letter for specific points; you should first use the generic BPA appeal and can adapt it by adding reference to grace periods. However, the appeal to the PPC is usually rejected but enables you to obtain access to POPLA appeal. Again the grace period can be referenced in your personalised appeal, and once you post a draft, advice will be forthcoming to improve it !

Can't find the landowners details and have been to 4 shops on the Moorgate Retail shopping Park in bury and none have it, Google search didn't appear to find anything.
Thanks for your help despite my newbie attitude, of which I can see how important it is to keep things separate, was just peed off with the ticket, as we all are when we get one and sometimes text can be ambiguous..

If the receipt is quite high (over £30 ish) then PE should cancel this first time anyway. When you were in the shops you did ask the Store Managers to cancel the PCN themselves, yes? Not just asking vaguely who the landowner is?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
