I guess a 93% increase in reports to the police could be that as more people are aware of their rights, and also more people are aware of what they may be witnessing, more people make those reports, rather than an increase in actual offences committed? It's a bit like child abuse - there is a perception that there is more of it these days than 100 years ago, but in fact that's most likely not true - it's just that it's no longer a taboo subject so it gets discussed, and people are more inclined to report - particularly when it occurs inside a family.
