As others have said, calm down, any hearing would be local to you.It states that if I dont reply they will take me to court. As I live over 300 miles away from Leeds this is the last thing I want to do.
But in fact I think you have uncovered a DVLA data protection issue here. You could make a pretty penny and help put another nail in UKCPS' coffin. That would be a result in 2017!

Do as advised and I would add an extra sentence in the DVLA letter (or email) for this one:
Dear Sirs
Re: VRN: AB12 XYZ
As the Registered Keeper of the above VRN could you advise who has accessed my personal details, how often and when did the DVLA send the keeper details out?
In each case, please give the name of the company or authority, and the 'date of event' given to you by that party.
Please advise the information with regards to events between 10.10.16 and 30.12.16.
I understand there is no charge for this information and look forward to your speedy reply.

my interpritation of the law states thatv the must be an "active" member of an ATA , not suspended as shown here

Yes and my understanding of the DVLA rules when reinstating a company after a ban, is that they can't retrospectively obtain data for 'on-screen' parking events occurring 28 days prior to the start of that ban. This will be interesting.
That's why I added the extra question, as to what 'date of event' did UKCPS give...were they truthful...if they were, why did the DVLA release the data? yup there was a FOI that stated something different , but I think t was from a minion that did not understand
several cases are now appearing yesterday/today , arrived in the post , so we need accurate info from the DVLA

I live over 200 miles away from where they say I was parked so no way am I going to see the landowner.
As previous write to them, get in touch.
The landowner has taken on UKCPS to act as their agents, they are jointly and severally liable for the actions of their agents.
The sooner the PPC industry is made poisonous to landowners/large corporations due to the risks they pose to their business/bottom line the sooner we could see PPCs booted out.From the Plain Language Commission:

NO ot was suggested that you WROTE to the DVLA , not email them , an email will be returnd asking you to fill in form "XXX" and send by mail after enclosing a cheque for £2.50
the letter you were given (posted below) will bypass the form filling and money
repeated for you
please print this out , fill in the blanks and post , await answer and then return
