ok, well that's a twist in the story!
i have now received a FOI response that I had sent to the HE. Apparently there is a Camera BEFORE the services and there are another 3 after the services! But there is no mention of this on any of the websites for camera locations!

We are both over 45 yrs old, both member of the IAM and have got more than 10 yrs NCB. Don't need a lecture from some idiot that our speed of 58mph at 09:30pm could have killed someone specially as neither of us really remembers going through any roadworks or incidents.
So a few things:-
- your initial assertion about 10% plus two is hogwash - some forces for example all in Wales operate zero tolerance
- your view that speed restrictions should only apply if you can see a hazard are a bit dumb TBH
- you attitude to speeding sounds like it could do with some refreshing
- your knowledge of relative speed impact seems poor - that 8mph extra means your stopping distance goes from 175ft to 225ft - an extra 50ft
- I am the big IAM is a false security blanket unless your attitude is advanced too
- reckon you should take the course and wind it in - you might learn something
- the people running the course may think you are the idiot unless you wise up - they are likely IAM members too BTWI am just thinking out loud - nothing I say should be relied upon!

The good people on pepipoo.com have (for many months now) been asking for proven examples of action being taken below the guideline threshold of 110% + 2. None have ever appeared. Do you have one?0 -
For the 10% + 2 rule the CPS follow the ACPO guidelines when it comes to charging/prosecuting (http://www.cps.gov.uk/legal/p_to_r/road_traffic_offences_guidance_on_fixed_penalty_notices/#speed). This means that for speeds under the threshold fixed penalty notices will not be issued as they do not meet the charging thresholds, which must still be met even for out of court disposals, such as penalty notices. If I'm issued a penalty notice for going 34mp in a 30 zone then I wouldn't pay it as I know that the CPS will not run the case as it goes against their own charging and prosecution thresholds. Therefore, at best it would stupid to issue a penalty notice, at worst there could also be legal implications.
They can however send warning letters to people who are close to the threshold but these have no real legal standing and just act as a notice telling you to "be careful".

I never said the CPS would prosecute - but why would they have to think about it if no speeding tickets were issued below 10%+2. Whether you chance your arm to contest is totally different kettle of fish.
Nor was I aware that APCO set the law - they issue guidelines. "These are guidelines only and a police officer has discretion to act outside of them providing he acts fairly, consistently and proportionately." The CPS link you post dates back to 2013.
Here is something a little more up to date - they may or may not go ahead given the opposition - but 1 MPH over is their plan and it is serious enough to make national news.
