Yes who would've thought a company with zero court appearances would take me court. Am I the unlucky one.

Not much a reason why the driver parked where they parked. Driver parked in a private car park with signs stating no parking (as per pic). When the driver returned there was a ticket on the windscreen. Guess driver shouldn't have parked there and driver thought they wouldn't get a ticket. Guess don't have a reason. Lesson learnt to not park at private car parks. Never thought It would come to this.

It's not a permit car park. The sign says

Pre-authorised vehicles parked fully within the confines of an allocated parking bay.

I have noticed from one the pics on the bay the car was parked - One side of the line you can clearly see but other side of the line is either very faint or there is no line. Is that something I can mention that the bay is not clearly marked.

You are on about the small car park near Tesco and next to taxi rank?

If it is how do I find out more information? Who do I ask for this information?

In am on about ALL the car parks in preston that he has "rented" from the council ,

a clue as to whom to ask is above , £3 to the land registry may not go astray as well . much "intertwining" and acting on "behalf" of , however who owns the land as was it used as a counsil car park previously , and was this revoked?

If the coucil still own the car park, does that mean a traffic order is still in force that makes it non-relevant land?

Tiny small print for the £100, and a forbidding sign which only makes an actual offer of consideration to pre-authorised vehicles in bays.
I received a Notice to Keeper (dated 9th Dec).

I doubt the Notice to Keeper (first letter) was compliant with paragraph 8 of the POFA. And in any case, if it is Council owned, as already said, it is not 'relevant land' and so there can be no keeper liability in law.
PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I asked the council and they advised they do not own this land. The property manager advised me of this. Is it worth getting land registry documents?

After several email exchanges with the parking company. They have provided me with Land Registry Document.

The registered owners of the land are a private company and not parking company or council.

They have provided me with the contract between the parking company and the owners authorising them to manage the parking on this land. The title also has a plan which highlights the land in red

Want to know people thoughts. There is something in the The land registry document I am unsure about.

There is a section where is says Registered Owner and Lender. Both names are different. The lender is an individual.

In the Title Absolute its is owner (N&V Properties) and Charges Register the proprietor is the individual.

An extract of the document - If I am not allowed to post the below please advise and I will remove.

    A: Property Register
This register describes the land and estate comprised in
    the title.

1 (24.05.2006) The Freehold land shown edged with red on the plan of the above title filed at the Registry and being Land at the back of xxxxx

2 (19.05.2015) A Transfer of the land in this title dated 20 April 2015 made between (1) xxxxx and (2) N&V Properties contains a provision excluding the operation of section 62 of the Law of Property Act 1925 as therein mentioned.

    NOTE: Copy filed.

    B: Proprietorship Register

This register specifies the class of title and identifies the owner. It contains any entries that affect the right of disposal.

    Title absolute

    1 (19.05.2015) PROPRIETOR: N&V Properties

2 (19.05.2015) The price stated to have been paid on 20 April 2015 was xxxxx

3 (19.05.2015) RESTRICTION: No disposition of the registered estate by the proprietor of the registered estate or by the proprietor of any registered charge, not being a charge registered before the entry of this restriction, is to be registered without a written consent signed by the proprietor for the time being of the Charge dated 20 April 2015 in favour of Individuall referred to in the Charges Register.

    C: Charges Register
This register contains any charges and other matters that affect the land.

    1 (19.05.2015) REGISTERED CHARGE dated 20 April 2015.

2 (19.05.2015) Proprietor: Individual AB (PUBL) (incorporated in Sweden) (UK Co. Regn. No. FC014392) of 4M Building, Malaga Avenue, Manchester Airport, Manchester M90 3RR.

3 (19.05.2015) The proprietor of the Charge dated 20 April 2015 referred to above is under an obligation to make further advances. These advances will have priority to the extent afforded by section 49(3) Land Registration Act 2002.

Does the above mean anything? Can an argument be created with the above. Why is there 2 parties? The individual is from Sweden and their address is Manchester Airport so no address

So the Swedish individual has a charge over the site, like a bank or mortgage company would. I don't think that's especially helpful.

More useful to see would be this - you could scan it and show it to us (just break the URL) if it isn't marked as private or the email didn't restrict you as to how you use it:
They have provided me with the contract between the parking company and the owners authorising them to manage the parking on this land. The title also has a plan which highlights the land in red
