Yes the whole house is heated, just that she is someone that feels the cold a lot more.0

Most places I have worked, it is usually women who feel the cold and men who do not. I realise this is a huge generalisation but have yet to find many exceptions to it. The point that bedrooms are generally colder than living rooms is also valid. If your lodger cannot heat her room to her satisfaction (yes, she is entitled not to be cold if she is paying rent, for goodness' sake) by the means of turning the bedroom radiator up, then she is entitled to extra heating; she is also responsible for its cost, imo, unless there is no way to heat her room adequately by conventional means, e.g. no radiator/heater of adequate size in the bedroom.0

No that is the problem. Her rent is inclusive of bills so she pays the same amount no matter what. I cover everything else.
But you are free to revise the terms any time you wish to. She is a lodger, not a tenant, and as such has next to no rights in law.
You can impose a 'fan heater surcharge' if you wish to. And she, of course, can leave if she is not happy with such an arrangement.
It should be simple enough to show her the increase in your electricity bills by way of justification.No free lunch, and no free laptop0
