I'm disappointed to see that you're playing the 'three wise monkeys' here. An absolute refusal to look at the proof when offered freely reduces your position to one of blind faith. It does, however, limit your exposure to cognitive dissonance - so, I'm happy to let you declare a win.

As regards the lost post ...I had actually gone through and pulled the appropriate judicial summaries from Lexis and posted and highlighted the relevant factors in the decision. It was tiring, and I didn't want to go through it again...particularly once I thought about how off-topic this whole side-debate has been... and given my willingness to privately share my own Queens Bench paperwork with you, so you can see why the councils EPA.Sec(45) based defence had failed.

I think we've reached an understanding of each other here though:

... and I love that. That is precisely what got the LA's into so much trouble. The absolute inability to consider the argument or view the previous case summary. Unreasonableness, to the point where they effectively forced the matter all the way to the courts (again)... and got a bloody nose (again). Same result, same argument, different authority.

Like with you, every offer was there ... they too (Preston Council) could have taken a glance at the legal paperwork I supplied from Newcastle County Councils stunning court loss on the exact same issue, and the judges summary provided... and, if they had, they'd have avoided a lot of costs. Heck, they may have tried a different tack and won.
Who knows.

Don't feel sorry for me though. I own two yachts, one of which I currently live on, and I am pretty much a year-round cruiser. I have three independent nationalities and a wicked sense of humour. I've been a club DJ and have held a residency (Mostly UK style technotrance) ... and I spent my youth hacking, phreaking, carding and narrowly avoiding consequences.

If you'd read ... I have a 4 bed rental house, and a second (actually my wifes) home in LP de GC.
Your doubt about my yachts is easily addressed ... I have videos up on youtube. Ploughboy is the Royal quays Marina in Newcastle, and I'm sure you could ring them and confirm the owners name. They also know my other yacht as she's visited before and is very well known ... Finding Amoria is a little more difficult as she's paraguayan flagged and doesn't have a contract marina... I simply couldn't afford the import cost.
You could also ring the Real Club N!utico de Gran Canaria, where we are lifelong members. They have had both yachts moored there, and know us very well.

You clearly don't believe that nobody on earth lives on a yacht... so presumeably it's just ME you doubt... I'm just a deadbeat, is that it?
Why not call me and tell me to my face : 077 32 32 32 30 ... paid £1500 for that number, and it forwards to my Iridium when I'm offshore... if so, you'll actually get a message from Iridium... if not, try researching vanity number costs for yourself. I like nice things and I've worked hard for them.
Sorry if you can't imagine owning a yacht... it's actually not as grand as it sounds. If you sold your home you could easily afford quite an amazing 52' yacht. For a quarter of that you could have a 32'er. Running it is another matter, but it's still cheaper than renting - and people manage that. Particularly if you buy a marina pass for the med when cruising and winter on the hard in Greece (super cheap)
I'm not rich because I have a yacht - I might be comfortably well off if I didn't have the running costs though. In truth, yachts are just holes in the water that you throw money into.
If you had aspirations in that direction, I'd happily advise on how I traded up from a £6000 25 footer in 2001 - and a lot of elbow grease.
