As someone that has lived abroad for much of my life, and understands fully the cost and hassle of doing it through work visas or via hugely expensive non-citizen retirement routes, I am fully aware of the extraordinary value retaining the right to live internationally as a citizen of the EU represents.

its all hypothetical, so even if you paid today, whose to say they won't change the rules in a decade or so so you have paid 10k for nothing?
in any event I can't see many 20 years old paying 1k for 40 years just in case they want to retire to spain

And why should they?
After all, no one has yet put forward any reasonable argument as to why exactly paying for an EU citizenship would be desirable or what these "benefits of EU citizenship" would be that are so desirable.

My wife should qualify for an Italian one as well, so relatively easy for us mercifully

Yes, and how many of these other places that people are citing can we currently drive to? Taking a car over a truly foreign border is a whole new can of worms compared to going through the Eurotunnel to France!
