I couldn't care less if someone with an ostensibly legal vehicle wants to park it outside or near my house for five years. Why should I?
There's a Renault Modus which has been sat outside the house next door for the last 8 months with one of the windows dropped down, and two flat tyres. It's MOT'd, taxed and insured at present and it's there because it's the subject of some kind of disagreement between a divorcing couple. Does it bother me? Nope. It's not obstructing anyone, it's not doing any harm. It's not a pretty car, but I don't give a damn whether anyone thinks 'oh no, a rusty, dented Renault. What an awful sight'.0 -
My neighbours car is 3 years old and lowering the tone of the neighbourhood, I have spoken to them several times and suggested that they lock the car in the garage and only bring it out when its dark so that nobody has to see it.
I have also complained to the refuse department, the bin lorry doesnt arrive on time and it looks and smells dirty. I requested that they only send clean and fresh smelling vehicles to my street iin future, awaiting a reply.
I have also complained about the postman, Suggested to Royal Mail that they teach them howto polish their shoes to a proper shine.
His shoes were dirty and he didnt wipe his feet on the mat before entering my pathway.
And don't get me started on the birds start singing at 4:30am - 6:00am. Someone needs to teach them the time. They should be regular and the chorus should be in key.
The only thing they do thats regular is sit above my car which i like to wash and polish every single day. Until its 364 days old that it when it needs to be replaced.

If it is abandoned, it could be become a hazard as it'll attract vandals, which means broken glass on the floor/road and maybe even a large toxic smelling bonfire.“I may not agree with you, but I will defend to the death your right to make an a** of yourself.”

I was going to say something similar. An abandoned vehicle in your neighbourhood may not be very nice to look at (we're talking about flat tyres, mould on the body and so on, not just an older car) but that's something we may have to live with. However, it does provide a focus for the disaffected and could attract trouble, so most people would prefer it gone.
https://en.wikipedia.org/wiki/Broken_windows_theory
"Consider a building with a few broken windows. If the windows are not repaired, the tendency is for vandals to break a few more windows. Eventually, they may even break into the building, and if it's unoccupied, perhaps become squatters or light fires inside.
Or consider a pavement. Some litter accumulates. Soon, more litter accumulates. Eventually, people even start leaving bags of refuse from take-out restaurants there or even break into cars."If someone is nice to you but rude to the waiter, they are not a nice person.0 -

Apart from the fact it's got a new MOT whilst clearly not being roadworthy, and likely not actually gone to an MOT station (since the tyres are all flat and it's back in the same place).
It does sound like a donor car for a clone; it's probably been badly damaged (engine/accident), so it's been dumped and the plates have been stuck onto a stolen car with the same make/model which is now being used as the dumped car. Quite cunning too, as it means this one will always look like it's MOT'd and insured (presumably).
I'd report your suspicions to the police, as they might be able to do something, or keep a look out for the other car with the same plates.
Reporting it to the council as abandoned may also get something done.
VOSA (?) may also be interested in the fact the car has supposedly passed an MOT without moving.0
