    There are two aspects to vehicle taxation. One is a fixed annual charge for the vehicle. One is a variable charge on the use.

    Think of the savings in administrative costs and enforcement if all the tax went on fuel?

    Think of how much extra the haulage industry would pay. Thousands per year per truck.

    Cut down on all the consumerism then we wouldn't need as many truck journeys.

    I think you miss my point - if you don't pay it, you're not allowed on the road. That's why I said it's a tax to access the road. The AMOUNT you pay to access the road, for a car registered from (?) April 2001 - March 2017 depends on how much CO2 it emits. Before that, it depends whether the car is over or under 1.6 litres, and after, it depends on the cost of the car new, and whether it's electric/hybrid or not.

    Once you've paid that entry fee, pay by usage applies, via taxation on fuel.
    Cut down on all the consumerism then we wouldn't need as many truck journeys.

    I don't know the breakdown between trucks of laptops vs food, but I bet the majority of trucks on the road are carrying food. That's not consumerism, but sure, if you want to reduce this, eat local and in season products.
