I recently moved here to my new place 6 months ago, but the credit file has all my details of my old address, which I was at for four years. My bank account is with Halifax.

I would say, get on the ER, stop applying for credit for the moment. You look credit hungry to lenders.

Not being on the electoral role is a MASSIVE off-put for anyone lending money or giving credit. If you are not registered there, are you actually living there? :huh: (This is what they may think...) I mean, you are not registered there, and you are not a homeowner, just renting... not very secure in their eyes. (No offence intended by me saying 'just renting' BTW, nothing wrong with that, but it suggests (to some) that you could run off a bit easier than if you owned it.
Also, your salary is very low, (no offence!) and I'm sorry, but if I was looking at your I & E, I would find it hard to believe that you only spend £50 a month on food. I would put at least £100 if I were you, and get yourself on that electoral role!
And as has been said, You've opened a new credit account in the last 6 months & made 3 applications.My rent is all inclusive, and I only buy clothes when I need to.

I agree with dobbi, get on the electoral and stop applying for credit for 6 months If you have £300 surplus income you shouldn't need it anyway, but as for the contract phone, there should be some places that can offer very good PAYG deals that don't depend on credit too much.Proud to have lost over 3 stone (45 pounds,) in the past year! :j Now a size 14!
