CRA couldn't verify home address

Hi there all,
Applied for a Capital One credit card and received a letter saying:

"...Unfortunately one or more of the Credit Reference Agencies could not verify the home address you supplied to us (address supplied is as above). In these circumstances we are unable to proceed with your application. This is due to the fact we have not been able to obtain credit file information to make a lending desicion for your application..."

Not sure what is the problem here. The address on top of the letter is correct and I've been living here for about 6 month now, previously 8 years at the different address (which I supplied them when applying).
The problem is that it's not clear in the letter what should I do next?
It says further down in a letter:

"If the address details above are incorrect however, please make a new application online using your correct details..."

Anyone seen something like that?
What do I do now: do I call Capital One? Or should I try to contact CRA's? Which one? All of them?!?
I'm regulary checking my Noddle account and I had Experian credit report before.
I vaguely remember few years ago trying to get report from Equifax and running into some problems. Can't remember what it was exactly but seems to remember it was straightforward to get other 2 reports but not the Equifax. They might wanted me to photocopy sommething and send to them. I might have decided it was not worth the hassle.
Could it be something with Equifax?
And also applying again so soon, would it not look bad on my credit file? Or this time wouldn't count?

    If they can't verify your address there should be absolutely nothing recorded against you by the CRAs. However, the CRAs haven't implemented data quality checking, so there might be.

    What do you mean by absolutely nothing? I have Debit card, phone contracts, utility bills, previous things like loan on my credit file.
    And what do I do now?

    Sorry, I meant there should be no hard searches by Capital One lodged against you. I'd recommend ditching CO and try another provider. You could also ask CO what precisely is the issue, though they probably won't tell you; these companies have bizarre reasons for not doing so. If it's a more general problem you'll need to investigate what address each of the CRAs hold against you and take it from there.

    That's sounds like a nightmare... :)
    Reason I went for CO was because my credit history is far from perfect: I had debts, self managed them, settled last one about 2 years ago. My bank did soft check and I was declined. So it's to build credit history. :)
    Anyone else have anything?

    Just spent few hours on the phone with CapitalOne and Equifax.
    CO told me to contact CRA's. Equifax told me that problem might be with the format of my address the Post Office holds. It's to do with Ground floor vs Flat number. She gave an PO email address so they can add a correct format. I had sent an email. Will see.
    But my search for credit card with CapitalOne is already recorded on my credit file with Noddle even if they say it was canceled not refused. Do you think I should wait before applying again (after sorting an address) or should be allright to apply again with CapitalOne?

    As you have only been living at your new property for 6 months, have you 1) updated the ER? and if the answer is yes then 2) have the council updated it with all 3 CRAs.

    The format of flats is a known problem though so make sure you get that corrected too.
