I note that you made a successful appeal in 2014. Maybe you should draw inspiration from that....
I think that "Pay on Foot" is pretty telling though, whatever that means! Your pictures are also too low resolution to make out the text on the signs!
The more blatant thing is the fact that they have barriers!!! They are restricting you from entering and leaving. Now any rational person would look at those barriers and think, "ah ok.... am I going to be able to get out of here later on? What do I need to do to get out?"
That's your bottom line. Proof of signs is very inconclusive on your photos (and that "Pay on Foot" thing is a bit of a red flag). You've parked in a visitors bay. Your permit is only valid for the staff section. They've allocated two separate car parks for a reason!
But sadly, after a quick glance at your post history (and your mention of the daughter having cancer - is it the young one or the very young one?) I totally 100% understand why you've probably been a bit clumsy here. Got bigger things on your plate than thinking about paying for the car park bill.
I wish your daughter luck and hope that she can fight this. As for your ticket, I think you are liable for the fine but it is one of them.

They charged me £50 when I was finalising my £72 a fortnight dole money!Road markings unclear, but they did have signs hidden away! I decided to just take the hit and focus on finding work. Probably could have argued it though. Sometimes it just isn't worth it!

In fact they are so disreputable (recent evidence of doctoring photos and in the past, they were taken to court - pretty weakly - by a city Trading Standards) that no-one should be paying UKPC and they should not be allowed anywhere near a Hospital car park, since they are breaching the 'NHS Car Parking Principles' with these penalties.
I seem to recall that it was UKPC who were exposed on Watchdog or in a Newspaper, suggesting that they should 'hammer' sites including a cancer unit because people would not be concentrating...

If the OP has a staff pass she is probably paying a monthly fee from her salary for the privilege, so technically paid but just for the wrong location.
But though I accept your opinion that paying nothing is not right or fair on others, neither are the over inflated scam charges that a disreputable company like UKPC trouser purely to fund their owners millionaire lifestyle,0
