As in post 39, if there is a SORN declaration in respect of the vehicle, as that is one of the exemptions, it would not need to be licensed.
If it was not exempt, it is required to be licensed - in a public place or anywhere else.0 -

...bearing in mind SORN came into force in 1998, and the continuous insurance regulations came into force in 2012.0
