Independent Appeal Service Declined

That's what I tried to point out to the operator and the IAS that I have done nothing wrong. They don't seem to understand the core argument that it is MY own space.
I forgot to mention that I called P&PM ltd after the fist appeal was rejected and spoke to their customer service rep and attempted to reason with them. They were adamant that I should pay - and showed ZERO empathy. Regardless of my politeness over the phone she ended up raising her voice which made me angry so I told her that I will not pay the PCN what ever happens. I wish I had remembered to research MSE before... thanks for your time again! I will definitely have a look around for similar cases.
You are dealing with Riff Raff here, they just want money, not interested in reasoning. DON'T CONTACT THEM AGAIN
You mentioned earlier about ""Can't Pay, We'll Take It Away!" documentary!"
It's an amusing programme but do remember everything you see on the programme relate to real debts .... not scammers pretend debts..
You won't be seeing those boys0 -

I am glad I went here as I was razor close in paying the PCN last night when the IAS dismissed my appeal. I felt defeated and hopeless but have since gained confidence to fight back! Once again, Thank you!
Good, a little secret for you ..... members of this forum can walk rings around the scammers0 -
What you are 'doing wrong' in their eyes is that you're refusing to pay them. Well done you. That's what I tried to point out to the operator and the IAS that I have done nothing wrong.
People new to this often ask why we always advise never to phone a PPC (or debt collector). You have just answered their question perfectly!I forgot to mention that I called P&PM ltd after the fist appeal was rejected and spoke to their customer service rep and attempted to reason with them. They were adamant that I should pay - and showed ZERO empathy. Regardless of my politeness over the phone she ended up raising her voicePlease note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

Need to be a bit careful - as you say, it's a windscreen ticket, so if noone deals with it, they will just start dealing with the registered keeper? I don't know what the rules are but I'm sure the Newbies thread will tell you.
At the minute, you're just some third-party who has no interest, even though you're dealing with it for your friend.0 -
What does your lease sayv regarding the allocated space?
Who hired the parking company?
Why are you displaying a permit to park in your own space?
Do you have other permits for other things such as opening a window after 10pm?
1.The title deeds only mentions that I should park motor vehicles on my space, no maintenance to be performed that could block the access to other residents. Nothing was mentioned about showing a parking permit.
2.I need to find out who hired P&PM Ltd, at the moment, all I know is Mainstay Group handles the communal areas of the flat and P&PM for the parking.
3.When we moved in last July, we were told by the previous owners that we needed to register our car as a resident. Ironically I park my motorcycle on the same bay with no resident's permit showing and it wasn't even registered to P&PM.
4. Not aware of any permits for opening our windows after 10:00pm - but just restrictions for parking caravans or storing anything else other than motor vehicles.0 -
IIMU that the relationship between Gladstones and the IPC/IAS is being investigated by the SRA. Complain to the SRA that Gladstones are acting as judge and Jury.

Not strictly related to this issue, but where have you discovered this? Is there any information in the public domain about it, as I'd be interested in having a read.0 -

Hopefully by the time they scammers get round to sending an NTK to the registered keeper it will be out of time to use POFA 2012 in order to invoke keeper liability.

They fully understand this, but the way these companies work is that once they have chased off people who are not authorised to park, the only people left are the genuine residents.
You should therefore expect 2-3 parking charges a year so they can make the profits they want.
They don't care 2 hoots that you are a genuine resident. In fact, you are their preferred target.Dedicated to driving up standards in parking0
