    Op, tell your friend to keep recording every incident in her diary.

    The area of video recording someone in their own garden is actually quite a grey one.
    My son was recently assualted by the guy in the flat below him because i had the cheek to park on the 1 available parking space outside the block of flats (all council).
    I was going to buy some spycam glasses and use them to record the guy's reactions when I parked there again. however, the Police officer who took my son's statement advised against it as the evidence may not be used legally.

    There is nothing wrong with making audio recordings of the noise (if I remember correctly, there is an app for Android phones that turns them into sound measuring devices - so you could film this).

    Also nothing wrong in getting a stash of free PAYG mobile phone sims and using them to phone the Police on to report a 'rave' with 'drugs' being used at the property concerned (don't give your name though).

    I have no idea on the law, but I would imagine that this could well fall under either:

    1. Wasting police time; they may dispatch more police officers to break up a drug-fuelled rave, and the numerous calls potentially tie up the police lines - both impacting on response time for more serious crimes!

    2. Intimidation and harrassment; the neighbor, upon finding out that "multiple people" have complained may well feel gutted/upset if it ever gets out that you did that.

    If the op's friend carries on logging every incident, then the Council will soon have enough evidence to issue a closure notice.

    If the op also hears the noise, then they should also start a diary as the more evidence the Council has from different people, the better for them.
