    Cabinet Office guidance published 26 December 2013 suggested that government departments, their agencies and 'other bodies across the wider public sector landscape' replace their premium rate 084 and 087 numbers with cheaper 03 numbers - and they did.

    Over the next year or so, 084 and 087 numbers were eliminated from all government departments and their agencies and from almost all local authorities. Some services moved to the matching 034 or 037 number, others to a brand new 030 or 080 number. It is now very rare to see any public service still using an 0845 or 0870 number. They never used 0843, 0844, 0871 or 0872 numbers.

    Ofcom rules in place since 2007 require that calls to 03 numbers are inclusive from landlines and mobiles else charged at 'geographic rate' - the same as calling 01 and 02 numbers. This applies equally to all 03 numbers. Anyone with an inclusive allowance covering 01 and 02 numbers will find that it also covers calls to 03 numbers.

    The vast majority of calls to 01, 02 and 03 numbers are made as part of an inclusive allowance. Those who are paying a per-minute rate for their calls to 01, 02 and 03 numbers will find they are on the wrong call plan for their needs.

    When contacting public services, only use numbers found on the official gov.uk website. Look for numbers starting 01, 02, 03 or 080. The nonsense of looking on third-party websites for unofficial numbers has now come to an end.

    When you are presented with an 03 number to call, it is utterly pointless wasting time looking for an 01 or 02 number. If such a number exists, it will cost exactly the same as calling the 03 number - and this applies on every landline and mobile provider.

    Be aware that if you see an 084 or 087 number advertised on a third-party website you are looking either at out of date information or a scam - and there are plenty of those.

    Beware of 'call connection services'. There are thousands of these websites. They set up their own premium rate 084, 087 or 09 numbers, pocket the Service Charge element of the call cost and forward your call onwards to whoever who intended to contact. You end up paying a premium rate to a scammer for a call that would have been inclusive or free if only you had called the official 01, 02, 03 or 080 number found on the official website.

    Calls to 080 numbers are free from landlines and from mobiles.
