    I haven't got a working phone attached to my landline so can't ring them.

    So they have got a land line and it is a lame excuse.

    After listening & ignoring the message. Press 2 for calling from abroad. Then press the options for licence or vehicle enquiries. Puts you at the same place for the 0300 number.

    I think the DVLA might regularly change their real numbers so that sites like http://www.saynoto0870.com/ can't keep up, hence why you only see 0870 and 0300 numbers and no 01792 numbers.

    It's not that the public phone number doesn't work. It's just that it's a bit more expensive...

    Well, that's one of the factors you consider, when you decide not to have a landline and just use a mobile. If you DO have a landline, just no handset, then the cheapest and easiest solution is to buy a cheap handset. Job jobbed.
