Which it is.
Their company pays for 80 spaces.
Your company pays for 40 spaces.
Why should your company be rewarded for their penny-pinching parsimony by being allowed to use what somebody else pays for, but chooses not to use?
If all the desk space in your company's office is full, would you expect to be able to use a spare desk in their office?

1. Park somewhere else or use a different mode of transport to get to work.
2. Live with the current setup.
3. Persuade your employer that they need to address the issue.

I'd maybe try working out how much work time is wasted moving cars, if you're doing it several times a day, with several cars each. Then you can present a business case for them fixing it somehow (it may be cheaper to rent more spaces or even hire a valet for parking). Of course it could backfire and some of you will not be allowed to park, or you'll have to take moving time out of your breaks.0
