Boundary advice

Hi all
Three years ago it was a lodger who moved out and left me with all his property including hundreds of gallons of his own urine.
In the last year, it's been flytippers using the rear of my property as their dumping ground.
A couple of weeks ago, it was another lodger-from-hell moving out and leaving me 450 quid in debt.
Today? I just got home from work to find this (pardon the phrase) erection having appeared:
https://dl.dropboxusercontent.com/u/16317927/ext1.jpg
On the left is my next-door neighbours house, on the right is mine. The wall marks the boundary inbetween. The wall has been unstable and rickety for a long time and, as you can see, there's a chunk now missing (close up below) that wasn't like that when I left for work this morning! This contraption seems to be perched on top of that very same wall. I'm not a builder in any way whatsoever but this is ringing massive alarm bells for me, especially as the two struts on top are very firmly on *my* side of the boundary between the two houses...

Advice anyone?

What exactly is concerning you? From the photos it appears to be very temporary with its use of clamps. Is it attached to the boundary wall in any way?0

To me it looks like the structure is under construction but meant to be semi-permanent - those clamps may only be there while glue dries on the joints. But a chat with the neighbour with establish that.0 -
I'd agree, it looks temporary. Perhaps they are putting up a temporary roof while they do some work along the inside of the structure - plastering or painting the wall, replacing that window.
I think you have to ask them, not us!:heartpuls Mrs Marleyboy :heartpuls

Fair enough guys, thanks for the advice, will chill out a bit....0

Given they/it is damaging the wall, I would certainly be casually asking about it if I saw them in passing ... or if it is there longer than say, a week.
By the look of it, that wall is about ready to fall down of its own accord, with or without the woodwork resting on top.If it sticks, force it.
If it breaks, well it wasn't working right anyway.0 -
Just got home from work, more has been done today:
