    How much more of this temporary structure is going go up? what is the final structure?

    Plastic panel walls (like the roof)? - presumably
    Gutter.
    Doors?

    Essentially it is like a mini carport - I'd be requesting (insisting) that it is entirely built on their own side without damaging the wall further (it already has damaged it).

    It wouldn't be any more difficult to build such a structure against their side of the wall with vertical timbers. In fact it would be a much better structure and would only lose 20 cm width. Then the guttering would be all on their side.

    As I said previously - you need to act now before they make that thing more permanent.
  • Never mind the wall the frame is sitting on for a minute...is the structure touching the house wall in anyway? It looks like it is in the photos. Surely without a DPC layer between the framework and the wall and a lack of proper flashing detail where the plastic roof meets the house, it won't be long before you and your neighbour are suffering from penetrating dampness issues internally?

    forgetting about the "structure" for a minute, if they are going to enclose the sides in they need to do something with that boiler flue as the fumes shouldn't discharge into an enclosed area.

    next to the back door... yes thats a bit dangerous. also the frame on the wall is held upright only by the aluminium strips holding the plastic sheets, there is no framework bracing there. Its the worst cowboy job I have seen, its not even average DIYer standard.

    At the end of the day `confused neighbours` or no , anyone , anywhere that starts a structure on top of a wall like that is an absolute clown and needs their hands tying behind their back 24/7 for their own good

    I would be seriously concerned about this. I know you have not mentioned it, but one day you might want to sell. Would you buy a house with that construction attached?

    I am also guessing that if they have that window open when it rains then water will be going in through it.

    Email today from council:

    I can confirm that I visited the property yesterday and spoke to the builder, the works he is carrying out are exempt from Building Regulations. I was advised that the wall was being repointed to make it more stable."

    You might want to email them back pointing out the enclosure of the boiler flue is fatally dangerous. and im sure its against building regulations.
    Your on a hiding to nothing here unless you insist that the structure be taken off the wall and the frame built on their side of the wall to allow a gutter to stop water coming into your yard. You might also want to tell your neighbours that having the flue inside will kill them.
