I have, well not the IPC which is abused anyway by their members
The BPA make reference to warning drivers about court and debt collectors which assumes there is a debt and as more and more courts are dismissing these cases, the word debt needs to be proven.
Unfortunately, the BPA code of practice does not define the level of debt collection, the aggressive threatening letters and in particular the threat of a CCJ and the false representation of the "beavis case"0 -

anyone , yup anyone inc the big thick bloke at my local can become a debt collector , however the government has set limits on what they * can do , those limits kick in and stop debt collectors starting court action

You are confusing whether personal information can be transferred to other parties, their right to have that information lawfully, and whether the third parties talk !!!!!!!!.
With regards to the first, it is all set out in the CoP, plus other information that the ICO has.
