Which exact firm is it (whole trading name)? You can only use POPLA as a second stage if the parking firm is in the BPA AOS scheme (Google it and/or what does the PCN say?).

at the top of the parking charge notice, the name reads UKPS parking enforcement company.

at the bottom it says UKPS LTD

So sorry for the delay. i have been working on the letter and went to CAB today but they could not tell me what to add, take out, or how to edit it, Actually the man didn't even really want to look at it. all he could offer me was a printout of the cab page relating to the subject .
