OP did you read my previous posts where it says if you transfer money in, it will take 5-7 days to be available on your paypal account to use?

Are you checking the funds are actually available (rather than pending) when you make the payments?
You keep using that word. I do not think it means what you think it means - Inigo Montoya, The Princess Bride

They are doing literally nothing because they aren't even providing me with a service if they are taking money from my bank straight off. I mean I could just pay on a debit or credit card to do that, so where is Paypal actually offering goods or services in any of that? They aren't!
Yes, you could just pay on a credit or debit card but only if you are buying from a business seller who has the ability to take card payments directly and if you are buying from a seller that you neither know or trust, would you really want to freely give out your card details?

Check your Paypal settings. I suggest you turn off the Pay After Delivery option.

So, to answer your question, yes it is perfectly legal.

There is no such setting and no such option "Pay After Delivery".

I have no idea what you're talking about and never agreed in the past to any "Pay After Delivery" option.

By the way, if it was "perfectly" legal, no one would be complaining and yet here I am complaining so no, legal maybe, with expensive lawyers, but "perfectly legal"... you're insulting my intelligence.

Link to the settings page with that option please, there isn't one.

There's very few options there on the Payments tab and "Pay After Delivery" certainly isn't one of them.

If that is true why does it only list one figure in Paypal?

What doesn't it say £0 until it really is there.

I don't buy it. They just use excuse after excuse. The sick part is they get everyday people to parrot their stupid corporate angle on things, often siding with Paypal and assuming the user is doing something wrong.

The only thing I am doing wrong is using this inoperable payment method in the first place. The UK is the only country in the world that allowed Paypal to do that thus we really are just pathetic and spineless, allowing corporations to do whatever they want, then even supporting it lol. Thats the sick part, people actually defend their thieving, calling it "perfect" and so on lol. Sure it is.

    Lets split 2 parts here.

I had no intention of insulting your intelligence but it appears you need some pictures.

From your Paypal homepage, click on settings - its the little cog wheel top right of the page, like this:

Now click on the Payments heading shown here:
    Capture2_zpsi568qzlh.png

The resulting screen should contain this:

Can you see Pay After Delivery there? Click on it and you will see something like this:
    d0809859-b871-46e8-a22d-ef98fe3ed8c6_zpskejugfkh.png

See where it says "Pay After Delivery is my preferred way to pay"?
Click on Turn this option off and you problems will be solved.

No need to thank me or apologise for not being able to find the appropriate setting, but it would be nice if you could at least acknowledge that some of the suggestions you have been given might be useful.

Do let us know how you get on - maybe in another three weeks. :D

Go to "settings" then "Payments" and you can turn off pay after delivery.

At least no one has been accused of working for PayPal :j

I've used PayPal hundreds of times and yet I have never held a balance on my account and have never had a problem - just like every person who has responded to this thread. If I were the op the penny might be dropping that I must be doing something wrong if this isn't an issue for others.

Just to add I use PayPal often and my balance is currently $0.00 USD which it always is as they take from my credit card when needed. The service that PayPal provides allows individuals to take payment without needing to pay the credit card companies for access to payment services and they also provide security as you don't need to pass your card or bank details to everyone you buy from.
