Bluewater parking fine (PCM) Pay or not?

Hello everyone. New to this site. Read a couple threads, but the newest one I found was from 2014 and was wondering where I stand now, reading that maybe the laws had changed so I wasn't sure.
Parking at the end of a row of bays, not technically even a spot but I was in bluewater for around 7-8 minutes getting some grub for fast food friday (parked on a flat kerb, no road markings on it) Came back to find a "parking charge notice" on my windscreen. Lady was standing in front of my car talking to a bluewater worker on a moped, so I said are you going to ticket those other 2 motorists parked on the double yellows directly outside the footcourt/crazy golf bit and she said they were nothing to do with her.... Odd
Just wondering, where do I stand? Obviously my reg is on the notice. Can they trace the owner being me? Ideally I don't fancy paying a £57 fine (£90 after 14 days) which is absolutely outrageous. Obviously I know I parked in a dodgy spot, but I just don't want to pay it really. Any help would be great. Thanks

its an invoice , not a "fine"
the PPC have 6 years to pursue the invoice in the small claims court (MCOL)
its an unregulated inustry, so few laws apply
the PPC can apply to the DVLA to trace the RK and to send them a bill (the NTK)
the NEWBIES FAQ sticky thread has all the info you need , no laws have changed and the BEAVIS loss is usually applied by any PPC , even if its not relevant

Just read the stickies and challenge it once as advised. That's why the sticky thread for newbies is near the top of this forum, in capitals, begging newbies to 'READ THESE FAQS FIRST' because every 'IPC' case is the same.

I'm fine I would just like some helpful advice on what to do about this situation before I go on holiday tomorrow. The newbies sticky doesn't make sense to me

Just to confirm... Use the IPC template, but wait 3 weeks?
Also wondering, do I also contact the manager of bluewater first? And do that rather soonish, or just go with the letter to IPC?0
