The OP says that Ann is the lead booker. I take this to mean she booked the holiday.
All shall be well, and all shall be well, and all manner of things shall be well.

Pedant alert - it's could have, not could of.

Because Ann s parent is the person who booked it. Sorry, didn't make that clear I realised. I don't even know if she is aware my daughter has asked to drop out.

I think the OP meant Ann was the one who organised the holiday for the group, but that it was her parent that actually did the booking.

IMO there is no refund due - if travel insurance will not pay out the money is lost.

Can she find a friend to take her place?

Then the refund can come straight from the friend.

Best way forward, in my opinion, is to try and keep things friendly, go with your daughter to see Ann and her Mum and explain things, get the lead passenger/booker to contact the travel agent/tour operator and find out what the bottom line would be if your daughter drops out and take it from there. As has been said some packages are dependant on set numbers travelling and supplements may apply if more or less people travel and the cost per person may increase or decrease.

Ann may well be disappointed that your girl can't go, or just fed up that she has "changed her mind" after Ann has gone to the trouble of organising the holiday, it can be quite a hassle getting a group together, booking and then hoping everyone is as committed to the holiday as the person who has organised things.

It might end amicably once you see the figures, we boooked a family holiday to Mexico, my eldest didn't want to go at first, then changed his mind, I asked about adding him to the booking and by the time they added him, a free childplace arose and some under occupancy costs were removed due to there being one more adult and it only cost about £100 more to add him, so I was happy, had it been the other way round and he dropped out, I would have only got the £100 back and felt cheated.

There is very bad feeling and the group is controlled by Ann...we did warn her not to book but hey, teenagers know best! Re the organisation...my daughter did q a bit of that but I refused to pay the deposit for all 5 girls as I didn't trust them (rightly so) so Ann's mum sorted it out. (not for my daughter, she paid )Daughter has checked with Thos Cook ,who they have booked through, and she can get some money back IF Ann does the refund.

I think a power game is being played here, so we are just going to wait and see...can't actually go round to Ann's house anyway and sit her on pc to force her to do it! She keeps saying she can't be bothered with it all and refuses to do it. I can't see what the problem is...beyond power and Ann being p*****ed off that my daughter has actually stood up against her and said no more, not going. It's no skin of their noses whether she goes or not.......but it makes me cross cos it's not Ann's money it's my daughter's and she has asked and asked her, in writing, to cancel her place. Due to the law re lead travel person having control of the booking we can do nothing...which seems wrong somehow..

Under the circumstances you describe OP I would be contacting the girls parents.

I well understand Ann's point of view. As said before if it is a new illness her insurance will pay. You appear to avoid answering this?
    And jones mufc is right.
Claim off insurance or put it to bed. Lesson learned
