While this operation has been running, you will have had plenty of time to make a GParted disk and read a tutorial on using GParted.
Next time you'll be well prepared.
If you can install Windows, then making a disk/usb will not be beyond you.
Once booted from your choice of media you only have to chose a keyboard and language, the program even opens it's self and scans the disk(s).
The whole operation shouldn't have taken more than 30 minutes.
GParted would have let you pre select what you want to do, delete everything, create a new partition and then format, and finally click 'Apply'.
You nip off, have a cup of tea and you would both finish around the same time.
    Move along, nothing to see.

its going to be so funny after going thru this that the drive caddy was the reason for the disk being , or is that not being seen in windows

(Thought we'd tackled that in #11)

having sat their for a few days getting nowhere , why have you not resorted to trying the non windows alternate suggestion (post #2)

Because I've been doing other things, and - as also said earlier - "Unfortunately, I'm in "I've started, so I'll finish" mode with the current operation"

Even with the drive connected in place of my optical drive, Disk Mgt still doesn't see it, and MiniTool Partition Wizard still offers no options other than the four Wizards, which didn't do anything when it was connected via USB.

I downloaded the WD tool that someone mentioned a few posts up (thank you), and the Quick Test passed, Write Zeros failed multiple times to write them, and the Extended Test also failed with 'Too many bad sectors' .....

So even though the drive was recording and playing back OK in the PVR, it was maybe avoiding the bad sectors automatically ....? However, thanks to all.

I'd guess that the PVR uses an unrecognised file system, meaning that some software either fails to recognise it or reports errors.

Give GPartEd a go. Delete any existing partitions, then create an NTFS (or whatever) one.

The PVR had interference/reception problems, but would record and play back to/from the drive without other issue

I've heard of dodgy reception causing corruption if recorded, on some PVRs.
I don't supposed OP tried a factory reset on the PVR, so that IT can wipe the (potentially corrupted) Linux/proprietary format, THEN connect to a computer?

That's the whole point of the thread. It uses a non-Windows file system, and Windows can't read it

I'm taking it as read that when the WD tool fails to write to multiple bad sectors, and then on an extended test reports too many bad sectors, that there are genuinely too many bad sectors to cope with

That's the trouble. I couldn't get anything to recognise existing partitions, never mind delete them.

No, that's enough for me. It's going in the small electricals recycle at the weekend

Surely a factory reset would leave the PVR ready to be used, with its file system in place, just no data?

    Drawing a line under it.

Thanks, but no more suggestions or contributions required.
