I'd hate to work at the DWP and deal with people being awkward all day.
I actually worked on ESA for a number of years and, although needing to write to people does slow the process down, I never thought of somebody who doesn't like using / can't use a phone as awkward. There can be many reasons for needing / preferring written contact, and that is not a problem.
Simply write back saying you unable to use the phone and need them to write to you with the appointment date.0 -
You know exactly how you’re being awkward. I appreciate you probably believe that you have some reason for refusing to supply your phone number. All I am saying is that I am glad I don’t have to deal with people being as awkward as you clearly are being on a daily basis, I wouldn't have the patience.0

Also if the decision maker needs more information they would normally call you. The only alternative there is to decline your application and let you go to MR/ appeal.0

I'm sure if the OP turned up to a test centre miles from their home with mental health issues only to get there and told "your appointment has been cancelled for today" "dam" "we tried to contact you but had no valid phone number"
I've been for assessments so I know how they work. Unless you have severe autism that prevents you from talking, Then I don't imagine using a telephone will make any difference to the outcome of the review.0 -

I was trying to let you know nicely you do not have to give a number at all. The legislation I typed about is the same for PIP and ESA regarding specifically phone numbers so in reality I do have the same issues of not wanting to give my phone number. The test isn't just the actual assessment itself, it includes every interaction that you have during the whole process. But that actually wasn't the issue I had.
A terminally ill man with 2 years after a massive heart attack to live gave his 4yo daughter a hug during the interview and was subsequently failed because of it.

Can't imagine there are many employment opportunities for the terminally ill, but i guess Britain will collapse if we allow such people the opportunity to spend their remaining days in any kind of dignity.0 -

I don’t think the OP was asking a genuine question which is probably why your helpful response wasn't welcomed. I think he/she has just decided that the DWP are a terrible organisation out to get everyone (maybe right) and should be hindered at every opportunity and is looking for an excuse to not give a phone number. My obnoxious, ignorant and insensitive (but actually not intolerant) responses are far more suitable.0 -
