I would have thought in a court case that if they are claiming a contractual sum, the I stopped, read the offer on the sign and declined would suffice.I do Contracts, all day every day.0

Here is their reply, their spelling:
The operator made their Prima Facie Case on 28/04/2016 10:44:33.
The operator reported that...
The appellant was the driver.
The appellant was the keeper.
ANPR/CCTV was used.
The Notice to Keeper was sent on 16/03/2016.
A response was recieved from the Notice to Keeper.
The ticket was issued on 11/03/2016.
The Notice to Keeper (ANPR) was sent in accordance with PoFA.
The charge is based in Contract.
The operator made the following comments...

Also had to "jump through hoops" to find this on the appeal site as they don't inform you when and where it's posted! guessing they don't want you to appeal.
Have already info from IPC site to appeal like entrapment, signage, time allowed.
Any further help would be great. Thanks in anticipation. Deadline 12th May0 -

I only suggest people go this far, take copies of the case and any photos provided (so you can see what their 'evidence' would be like in court) then stop and get on with their life and ignore the thing unless court papers or a LBCCC arrive.PRIVATE 'PCN'? If you lose you will feel they have 'won' and that you have no case and they might be buoyed by it and proceed further.

Some do, it's a bit of a lottery.
The site is split between people like Coupon-mad who think an IAS win will encourage the PPC to start court proceedings, and others (like me) who think it won't make any real difference, but a bad IAS judgement might help you later.
I'd send in a pretty basic, to the point appeal along the lines of:
"I, the registered keeper, am categorically not the driver, and as POFA2012 has not been satisfied I cannot be held liable. POFA 2012 clauses violated are: ______"
"I also contend that no contract was accepted; in fact, the vehicle left as soon the well-hidden signage was identified. Therefore no contractual charge can be upheld".
They'll then reject both, points of course, but the logic leaps they make will e spectacular. You then take that rejection and complain to the DVLA.0 -
the other thing re the IAS ....
if you win an appeal they just say that ... appeal granted ....
they are careful not to say why
precedent ???
a couple have won with no real appeal
lottery week ???
you have to decide which side of the fence you wish to sit
