Hi Lauren, sorry, but i'm a bit confused reading this thread. Are we talking about the same ticket as in post#1 ? That appeared to have been from anpr, however this ticket refers to non display of a permit. Anpr would not pick up a missing permit but a parking attendant would. He would Normally issue a ticket and place it on vehicle. Sorry if I've got it wrong, but can u clarify ?0

Yes, same ticket but further along in the process as I have now been handed a letter before court claim letter and the above (last post) is my response.

There was definitely never a parking ticket on my screen or anywhere on my vehicle when I returned and it is a permit area (behind a restaurant).0 -

Easily Googled. What Yotmon means, is a remote camera could not/would not pick up a lack of permit.
Your letter looks a good start. You could add a few more things in the questions, such as:
- ask for evidence that there was 'no permit'
- ask how a remote camera (ANPR, if this was a camera-issued PCN) evidenced that?
- ask specifically where the £50 was stated on signage and insist on photo evidence of those signs
- ask what the added £50 was for and who it was paid to and for what service?PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).

I'm not sure what they have there. Doubt they have cameras behind there as its only a tiny space behind a couple of commercial units. The first I heard about this 'fine' was in February and the offence was apparently in December, I was never pre-warned and the fine was always stated to be £150. Although, they did keep sending me 'reduced rate' invoices to entice me into paying.0

I don't think I have put up any letters on here but I did describe it when I first posted this. I haven't got any pictures of the signage but I can get pictures of it currently (hope it hasn't changed). Although, I had the letter through about the potential court claim a few days ago but it was dated 01/09 so I'm guessing I have run out of time and need to send it tomorrow to get it out to them by 14/09.0

You mention added £50, I don't think it mentions a £50 charge. It just states £150. I don't think I've ever had a break down of costs and this is why I have asked what the basis of the £150 charge is.0

Getting pics of the signs will be needed if this goes to a claim, as it may well do, so I would get plenty of pics and show us first.
The reason I know they have 'added £50' is because the ceiling for a PCN at first stage is £100. We know it would have been £100, not £150.

This is what I wrote about the first letter - back in Feb!
They have said that the creditor is Millennium Door & Event Security Ltd (0681298). Apparently the date of issue was 18/12/15 and they send the notice 01/02/16 it only arrived thursday, 11/02/16?
Letter has the logo PCS (Parking Collection Services) with header Notice to Keeper.
Not sure if this info is much help? - Letter just states parking charge notice £150 and then goes on to say that they obtained my details from DVLA under reasonable cause request, my car was allegedly "parked in a manner where the driver attracted a parking charge brought to the driver's attention via signage and agreed to by the driver when the vehicle was parked on private land managed by our client Millienium Door & Event Security Ltd (the creditor)." My opportunity to pay the fine at a reduced rate has passed, no name of driver but sending the letter to me as it is my vehicle, if the charge remains after 28 days and no driver has been identified, credit has a right to recover the charge from me as keeper of vehicle and can pass on to their debt recovery company.0 -
