I must admit, my first thought was, Oh God, no!, but my second thought was that she wants to keep a 'motherly' eye on him and keep him out of mischief!
If she realises later that she has made a huge mistake she'll just have to have a quick re-shuffle
Maybe he'll be better than we fear - at least people take to him.

The half brother/sister then looked for their mum together - and found her - but she refused to have anything to do with them. It sounds like maybe she's not told her current family that she's a string of babies in her past she never mentioned before.
