(No-one here knows who your local council is - so cannot help with a number for your local paper.)
Maybe change your thread title if you are going public - whatever they have done they haven't "stolen" your car, and won't like the libel)
The definitiion of theft = taking of one's belongings unlawfully and without permission or legal right and without intending to return it.

I've escalated internally by line management tiers. Haven't heard anything yet. Shall I file a complaint with the chief execs department or just go with the local paper or both??0 -

Yes, complain in line with the council's complaints procedure which will be set out somewhere on their website. (You have nothing to complain about - your Sister does if it was her that was stressed etc!)
