It would have to be proven this incident was the cause of her panic attack especially if she has suffered them previously... Taking the council to court would certainly cause more stress and potentially delay her receiving a pay out for car....
The easiest and less stressful option would be to take the money, purchase a car and put the whole situation behind her.0 -
@OP - try running a parallel thread over on the 'Council Parking Tickets & Clamping and Decrininalised Notices' of PePiPoo where there is a more concentrated group of contributors with in-depth council experience. I'm sure your sister's experience will not be a strange one to them.
Just copy and paste your opening post from this forum. If you have your hands on any related paperwork, scan and post with your initial input. The more advice you get on this, the more solid your case might become. Good luck.

Presumably you are looking for a template regarding the compensation mentioned earlier.
She needs to get proper legal advice over this (there isn't a "template" for DIY suing for this type of compensation.
If she is advised she has a case then she will need further advice on getting evidence etc.
If you are just looking for a template for claiming back her uninsured losses (taxi fares/car hire etc) then a simple letter enclosing proof of the expenses sent to the council is all she needs.
If she has "legal cover" with her motor insurance they may help over this (and advise on her chances of getting compensation for the distress caused)0 -
You need to invoke the council complaints procedure, often a three stage process, setting out how you want them to remedy the situation. If you become deadlocked, you take it to the Local Government Ombudsman, and if their response still does not satisfy you, ask your MP to take it to the PCA.
As you can see, there is no quick fix, and you are going to spend some money sorting this out. However, if the Council are in the wrong you will be compensated, but you are ilkely to get nowhere with the "whiplash" claim, unless you have copious medical evidence, sick notes, etc.
If your sister is partly to blame for the towing, i.e., she ignored letters, parked where sh should not have. she is unlikely to be fully compensated.You never know how far you can go until you go too far.0 -

I would like to highlight that no parking contravention has taken place here. The council places a "council awareness" sticker on the vehicle which they admitted they observed had been removed when they actually towed the vehicle. It is not a notice to not park there. Nor is it a notice advising contravention. The area is not subject to parking control. No information was provided as part of the sticker being placed on vehicle.0 -

Check you spam/deleted folder - registration emails can get caught by your email's filtering settings.0 -
As she is due to have the baby I would tell the local paper today about this one. Papers love this sort of story & the Council will have little choice but to get involved quicker.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
