UKPC Issued Ticket on Residential Site

Hi,
I'm looking for a bit of advice re: the best option of appealing 4 parking tickets:
My daughter moved in to a block of apartments at the beginning of December. Each apartment has it's own marked parking bay.
When moving her in I noticed there are clear signs stating that the car park is for residents only and that a permit must be displayed.
We rung the letting agent on the day to enquire about the parking permit. Their reply was nobody had asked for one previously so don't worry about it.
We also spoke to the landlord (not a local) who also said they were unaware of the need for a permit.
She stayed with us over Xmas and New Year - on returning home she had 4 parking tickets on the car for not displaying a permit!
I have spoken to the letting agent, who are not interested as is the landlord. I have also spoken to and emailed the Management Company for the apartment block who have (correctly) said that the signs are there to see and that it is the fault of the letting agent for not informing them of a change in occupier.
I don't know whether to appeal using the template in the NEWBIES sticky (if this option, do I leave out the part about the signs not being visible?) or on the grounds listed above?
Any advice would be welcome.

What a Catch22 situation.
YES, follow the Newbies thread, that is important.
In the meantime, you need to discover if the land owner and/or letting agent have given UKPC permission to do this and issue charges on their behalf. Someone is responsible for this.
Check the pictures as UKPC are well known for fraud as they doctor pictures by changing the time stamps0 -

The management company have confirmed that they have given UKPC permission to issue the tickets.
They are saying that they cannot get them cancelled and that the letting agent is to blame. The letting agent are saying that they just find the tenants and have no further involvement!
Not sure if relevant, but there is nothing in the tenants agreement mentioning car park permits.0 -

Please don't remove ANYTHING from the template appeal in the NEWBIES thread. Have you not noticed that in fact the terms and the 'charge' is deliberately not readable on the signs (check the pics on UKPC's website, you will see the signage looks white/pale/unreadable in the photo).
Stick to the script, UKPC are easy to beat at POPLA. We know what we are doing. I helped someone beat UKPC x 8 'no permit' PCNs once, all at POPLA, all won. Removing the signage argument from a UKPC appeal would be madness, it's key!

If it is the management company who employed UKPC they can tell them to cancel.
I wonder what the Management company and letting agent would say if you said, "if this goes to court, you would involve them as well"
