You sent it 'Signed For'? Check whether it's been recorded as delivered (and signed for). You can do it online using the reference number on your receipt from the PO.
Come back and let us know.
Which parking company is this relating to?Please note, we are not a legal advice forum. I personally don't get involved in critiquing court case Defences/Witness Statements, so unable to help on that front. Please don't ask. .
I provide only my personal opinion, it is not a legal opinion, it is simply a personal one. I am not a lawyer.

You ARE in the right. These people are scammers who want your money but have no legal entitlement to it.
Which parking company are we talking about here?Je Suis Cecil.0 -
You are not dealing with fair and honest people, they only want your money, nothing else.
They dont do appeals, they do your money and as much and as often as they can get it.
The greedy fool that hired them gets a cut too and they want their share with the least amount of work and hassle as possible.
Make it hassle and trouble and they will call the parking firm off.I do Contracts, all day every day.0 -

Welcome to the wonderful world of parking scammers, you are being scammed ?
You say " I rang and spoke to the owner who texted the parking firm that I was indeed a valid permit"
Do as Mark says, tell the owner what is going on, get him involved, get him to get it cancelled.
Rossendales are just a bog standard debt collectors who are now harassing you, the idiots do this but ..... if you can, block them on your phone. With their two letters, photocopy them and on the photocopies just write
"your claim is denied, please refer back to your principal who already has the concluding answer. You are advised not to contact me again via text/phone or letters. If you ignore me, I will duly advise the Financial Ombudsman Service / FCA"
Do not speak to Rossendales by phone. They are trained plebs in scaring people.
This is the bottom line .... The amount claimed (it is not a debt as you have a permit)
This unscrupulous debt collector is only chasing, that is all they can do, they are completely powerless. Someone has to pay their wages and its NOT going to be you
It is the company who issued the ticket who would take you to court. Very very doubtful that would happen as they would lose meaning you can claim against them.
So, hit the landowner to contact the parking company in writing and get a copy. Doubt the landowner would wish to join you in court yet he/she is your key witness
Nothing to worry about, ignore Rossendales and their threats
If after you tell Rossendales not to contact you, they persist with their harassment, complain about them to the authorities without further notice to Rossendales.
Keep copies of everything you do and no more talking to parking companies or their evil vile debt collectors.
REMEMBER, you do not have a debt with them, you have a permit

You can say to the owner that the debt collector is threatening to take you to court and if that happens, you would need him to come to court with you to provide a statement of truth.
Enjoy this, might be a good idea to take a nappy with you, not for you but for him0
