What are you putting in for the reporting country? The link you give defaults to Australia. If you put the UK in then as far as I can see India provides a smaller net FDI than Belgium, at 917 something or others (I presume millions).
China is even less at 600 or so somethings. France and Germany contribute about 12,000 somethings combined.

It's important to keep in mind that it's Net, so liabilities - assets, and some of the information there is confidential and not displayed.
But yes as far as I can see from the OECD data your observations would be correct, but I would turn your attention to how many countries are in the top 5, top 10 and top 90% in terms of net inward FDI are from the EU. It's not as many as we would be led to believe.0 -

A vague report isssued by the British High Commission in New Delhi. A days of the Raj era monument to plush anachronistic career diplomats and absurd civil service overspend. Oddly enough quite desperate to justify their continued expense accounts with silly reports.
