I've called 101 several times over 20 years and they have turned up; generally within an hour and either moved the car or asked the owner to move it. I haven't tried the council as getting a ticket put on it doesn't solve the immediate problem of being blocked but may help it not to occur again (as well as upsetting the owner of the car which could go either way).0

As and when not pretty quickly is nearer the truth. I don't know what your idea of pretty quickly is but as there's no emergency you'll be lucky to get someone to attend and assess it within an hour.
Taking a relative to a hospital appointment did the trick last time for my 94 year old Dad.
But I take your point - some regions may be up to their eyes with more pressing tasks.0 -
