If you cannot exit your driveway then the Police can have it moved pretty quick.
But unless you need your car out immediately it's perhaps better to put a note under a wiper-blade saying that next time you would have to call the Police to get the car towed away.
If you cannot access your driveway from the street then there is nothing that anyone, including the Police, can do.

As and when not pretty quickly is nearer the truth. I don't know what your idea of pretty quickly is but as there's no emergency you'll be lucky to get someone to attend and assess it within an hour.0 -

You need to speak to your neighbours to see if you can establish who the car belongs to and request that they move it.
If you can't find the owner, contact the council first. They may inform you that you need to speak to the police, it depends on your location.
The police will attempt to contact the registered keeper. Whether they do anything else, like remove the car, I would assume will depend on how long it has been there and whether you need the car out.0 -
