This is all very confusing, but it sounds to me as if OP may be on a nice little earner.
If you like a punt OP take it to a solicitor, you may be able to get PE to pay his charges.You never know how far you can go until you go too far.0 -
SaSuz what we interested in , is if PE have taken you to court , it sounds like "someone" has been taken to court , (with your name) and "possably" the CRA have mis matched you , leading to equita chasing you.
hopefully you will find that the marker on your report is fro another company , and not PE
when you get home , using a win 8/10 machine , use the snipping tools proggy to grab a screen shot of this
go to tinipics etc and host this , after blanking out other info and name in MS paint etc , as a new user you cannot post links , however if you post the link but change the HTTP:// at the beginning to HXXP:// someone will convert this for youSave a Rachael

this could get very interesting , PE have to apply for detail of the registered owner based on the VRN , normally the do this correctly and efficiently .
in the OPs case they do not hold a licence or have any vehicles registered in their name.
therefore the reply from the DVLA relates to another person at another address.
PE have used a credit reference agency to (incorrectly) track the OP , and are now harassing them.
PE cannot bring this to court as they have never received the OPs data from the DVLA.
if and this is a big if , (we will not know until the OP answers back) they have issued court papers and got a CCJ , they have acted illegally.
I still think this is a CRA cockup , but am intrigued to see what has appeared on their credit report .Save a Rachael

In addition to the above:
1: this is not a fine, its a speculative invoice, however parking eye are quite aggressive and do take people to court over these things.
If you don't turn up, for whatever reason they will get a default judgement against you
There are other cases where someone has moved address and parking eye ( and possibly a few other PPCs) have continued to write to the old address, only really started chasing people and obtaining their new/real address via a credit reference agency after they have obtained a default judgement against that individual.
Unless you are 100% sure that you can live with a bad credit record for the next 6 years, mortgage problems/loan problems/contract phone problems etc ( and possibly run the risk of enforcement action - although at the moment that's unlikely ) do nothing.
Although if a default judgement has been obtained it is strongly recommended that you will need to clear this
Questions:
Although you say you have never had a driving licence, and you dont drive, have you ever had a vehicle registered in your name? ( from what i can gather the answer here would be no - you've never been a Registered keeper of a vehicle)
Do you know where the car park is/was that generated the initial phantom charge?
Pakring companies are usually agents acting for and on behalf of a landowner ( principal) such as a supermarket, a pub chain and so on.
The principal is jointly liable for the actions of its agents this means that there may be a claim against the landowner a as result of its agents actions to recover your costs only make a log of all your expenses and how much time you are spending dealing with this - including research online etc
You could also argue that parking eye have been unreasonable here, by not taking every effort to contact you before obtaining a default judgement - if that is what has happened.
claiming unreasonable behavior will allow you to claim back all of your costs - the idea is that you should not be out of pocket.
If you can hit the landowner who took parking eye on for these costs even better, if you can get some negative publicity for the landowner even better still
This is the sort of thing the press would love, if you do think of going to the press/getting publicity remember to make it known that landowners ( such as supermarkets) allow these companies to exist and the landowners/supermarkets are the real villains - Farmers are not allowed to let dangerous/agressive livestock loose on land where there is public access ( such as footpaths) why should the likes of Morrisons/Aldo/ASDa/sainsburrys , Savills etc allow aggressive parking companies lose on land with public access- such as car parks where the public are invited to come and park.
But first things first what paperwork have you had relating to this

SaSuz I think you may need some professional advice at some point in the near future, but please answer the questions above first.
Are you a member of a trade union? You may be able to get free legal advice through them if you are. Likewise some bank accounts and insurance companies offer access to free legal advice.
Some solicitors may offer a free half hour or so as well.
If your credit rating has been affected then you should have a claim. Someone may also have committed a criminal offence by obtaining your personal data and breached the Data Protection Act in the process.
The Parking Prankster may be interested as well and may be able to point you in the direction of legal advice. Some of the regulars may also be able to help, but be wary of offers from posters with low post counts or non-regulars on this section of MSE.

PE sue them.
