Did you include your postal address in the emailed appeal - and the PCN number - to identify the keeper in full in the way the PCN required? Most call for the postal address even if email appeals are allowed, if you didn't follow what the PCN said they'll have used any old excuse to ignore an email. Hope you played it right as advised in the NEWBIES thread which does state a postal address and name of keeper is of course needed, in any appeal.
So did you appeal exactly as it said on the PCN? If you did, do as advised above already and email the BPA to complain:

I challenge this 'PCN' as keeper of the van and I will complain to the landowner about the matter if it is not cancelled.
I believe that the signs were not seen/are ambiguous and the terms unclear to drivers before they park. Further, I understand you do not own the car park and you have given me no information about your policy with the landowner or on site businesses, to cancel such a charge. So please supply that policy as I believe the driver may well be eligible for cancellation.
There will be no admissions as to who was driving and no assumptions can be drawn. You must either rely on the POFA 2012 and offer me a POPLA code, or cancel the charge.
I have kept proof of submission of this appeal and look forward to your reply.

I have just spoken to bpa regarding this and they have advised contacting LDK initially asking them for a copy of their response to my appeal before getting them involved
Is this what I should do?0 -
you can do this and add a note stating the BPA want you to do this so they can see it, if they ignore or refuse then get the BPA involved again
also mention that they have broken the BPA CoP by getting debt collectors involved when an appeal is ongoing
if they do provide it, decide if you appeal it or refer it to the BPA0
