the BPA code of practice states that "ANPR" type tickets , ie sent by internet to there headquarters , can have access to the DVLA immediately , and a follow up letter must be sent to the customer and RECIEVED by them WITHIN 14 days of the incident
in a situation where a ticket is issued on the car the operator must wait 28 days before contacting the DVLA , and the notice should be received by the customer before day 56
now are they playing ANPR here or ticket on the car?

33.1 If you use ANPR or camera equipment to monitor the
use of the parking facility, you may serve parking charge
notices generated by the equipment. You will need to
apply first to the DVLA for the keeper details of the
vehicle.
33.2 To give drivers early notice of your claim, you should
apply to the DVLA for the keeper details promptly. The
target time to apply to the DVLA for keeper details is
no more than 14 days after the unauthorised parking
event. You must apply no more than 28 days after the
unauthorised parking event.
33.3 You must post the parking charge notice to the keeper
as soon as possible. Your target is to send the parking
charge notice to the keeper of the vehicle no more than
14 days after receiving the keeper data from the DVLA,
and no more than 35 days after the unauthorised parking
event.

however to comply with POFa2012 the follow up letter (if by ANPR) must be received within 14 days
remember the code was written by a BPA (members club) member and does not over ride the POFa2012
in your case ANPR cameras were not used , and the company has not been audited and checked by the BPA for compliance on the site ,

Nothing added, nothing taken away, just copy and paste. This is to make sure you don't reveal who was driving and give away a valuable appeal point.PRIVATE 'PCN'? DON'T PAY BUT DON'T IGNORE IT (except N.Ireland).
