They delete certain posts, edit others and suspend or ban people depending on the severity of their offence.
It sounds like moderation to me.
I don't really care if MSE doesn't consider that moderation, virtually every other site on the internet does.0 -

MSE will never use the word 'moderated' for a legal reason. Hence they use Board Guides instead of Moderators...have you not wondered why? There are no moderators on MSE end of!0 -
