With the final point, that if I still don't win I don't have to pay the charge? Would that be when they keep sending me final deadlines and demands in the post?

Please don't be offended by this but we get hundreds of cases like yours each week and there are only a relatively small group of us to pick those up. For that reason we expect posters to be concise and do some research of their own so that everyone gets a fair crack. Boiling it down to gravy we simply do not have the time to spoon-feed everyone - even if we might like to.
The fact is that nearly 2 pages and 35 posts in we still do not have a clear understanding of your situation and as a consequence the advice that is being offered is incomplete. We can only advise on what we are told. Despite claims to the contrary some of your questions strongly suggest that you have not read and understood the Newbies thread. It isn't the easiest document to plough through (we are constrained by the format available on this forum) but it does explain the process in some considerable detail.
I therefore suggest that you go back and read through that thread again and take the time to assist yourself.
As a last suggestion if there was no blue badge holder in the car at the time - and some of your posts hint at that - then do not attempt to claim that there was. No one here is going to suggest that you lie and if you insist on pursuing that line then I doubt that anyone here will assist you further.
We assist people who have fallen victim to the egregious private parking skimdustry by guiding them through the law - that is frequently ignored and twisted by PPC's. We don't concoct defences for people based on lies.My very sincere apologies for those hoping to request off-board assistance but I am now so inundated with requests that in order to do justice to those "already in the system" I am no longer accepting PM's and am unlikely to do so for the foreseeable future (August 2016).

I don't know what IOW means.
The fact remains that the blue badge scheme does not apply on private land. This is fact. This is the law. This is laid down in statute by act of Parliament.
Private parking companies and their supporters will tell you otherwise, but they lie.

There would need to be evidence - and if to support a criminal charge (using a false instrument, forgery (perhaps), perjury or perverting the course of justice) then sufficient to prove the offence alleged beyond a reasonable doubt.
