You can send the appeal any time you like, but you have been given advice to appeal just before the appeal deadline for very good reasons that are explained in the NEWBIES thread. It was written by someone who is probably the most experienced person in the country when it comes to private parking tickets.
Someone who has given up hundreds of hours of their own time to write the NEWBIES thread.
Someone who has helped thousands of people to beat these scam parking tickets.

The blue badge scheme does not apply on private land. It is meaningless and irrelevant. It is not the only indicator of a disability and there is no legal requirement to display one.
Telling someone who is disabled but doesn't have a blue badge that they cannot park on private land, but someone who does have a blue badge can park is discrimination and contravenes the EA 2010.
Having said that, the BPA CoP says that once a PPC has been made aware that an occupant of a car has got a blue badge, they should cancel the charge.
IOW, I can go and park there, and if I get nabbed, I simply ring up my Aunty Val and get her to say she was with me?0 -

The BPA should of course tell their members to cancel a ticket once the PPC has been made aware that one of the occupants is disabled, even if they don't have a blue badge, but they don't.
