Newbie question - UK Car Park Management (IPC) - should I appeal?

Firstly, apologies - I've looked at a few links and am not sure if a) it is even worth me appealing my PCN and b) how I go about doing so.

Secondly, the knowledge on here is PHENOMENAL so would appreciate you sharing your wisdom.

So, I received a PCN from UK Car Park Management via post yesterday - while on a road inside our local hospital, I parked on double-yellows (half on the road, half on the area between road and pavement) for 5 mins maximum while dropping my son off at nursery, all nursery bays and surrounding roads had no space available.
Got a photo of the Parking Restrictions and says that the TERMS OF PARKING WITHOUT PERMISSION are that 'You do so at your own risk to property and personal injury, and you are contractually agreeing to pay a parking charge fee'.

Can someone please tell me if you think I should attempt to appeal this, and on what grounds?
Just checked and they are BPA registered. **no, they're not anymore - even if their Parking Restrictions signage says so**

    yes you should appeal it

    everything you need to know is contained in the NEWBIES sticky thread right at the top of the forum, so please read it

    but UK Car Park Management Ltd are members of the IPC, so the first and second stage appeals will fail, especially the IAS which is a kangaroo court "service"

    only a fool ignores a private parking ticket in England or Wales, the ignore part may be valid AFTER an appeal has been made, but not before, not since POFA 2012 came in three years ago

    I thought they were 'just' members of IPC too (according to the websites I checked), but on the Parking Restrictions signs they have on display, they do say they are member of the BPA?
    From what I understand, it seems easier to appeal if they are BPA than if they are with IPC.

    I'll look at the Newbies thread you have in your signature, as well as the APPEAL advice link you gave me.
    But at least I now know that it IS worth considering, rather than just swallowing it which I really don't want to do.

    Shame, on the Newbies thread the link to Parking Cowboys has a good appeal template letter but it does refer to BPA Code of Practices - damn.

    Now I just need to work out what I can do to appeal to companies who are part of IPC...especially after your comment (and things I've seen on the Newbie thread) that 1st and 2nd appeals will fail?

    I saw a company who will lodge your appeal for £15 + VAT who seem very good but they also won't get involved if the company is part of IPC.....this worried me as even with their expertise, if they won't take it on, then how do the general public who know far less overturn these PCN's???

    its a dilemma , and that is why these cowboys go to the IPC and use the IAS

    all this is explained fully in various other threads and in the NEWBIES sticky thread, plus a template letter is written in blue in the first post of that NEWBIES sticky thread

    nobody said it was going to be easy , its a honeytrap and you have been picked to play in a game you dont wish to play in, but your name is on that opposition teamsheet and will remain there for 6 years or until the matter is resolved, one way or another

    the site you visited , parking cowboys, is named for a good reason, because the vast majority of the private scumpanies act like cowboys, especially those in the IPC

    this company is a member of both trade bodies, but has switched its appeals process recently to the IAS from popla

    I also suggest you read parking pranksters blog dated 30 oct 2015 about ADR and what to do if you have an IPC member

    you may be lucky and get a cancellation at one of those 2 stages, but I doubt it

    UKCPM do a lot of self-ticketing. They offer the self-ticketers a 14 day no-charge cancellation option. After that they dig their heels in.

    Find out who hired them and get them to cancel.

    Hi, you need to establish in your mind what you are up against here.
    Forget companies who offer to do the job for you at a cost. they will have no more chance than you. Remember the PPI scandal, from that grew an industry that offered a no win no fee on getting your PPI payments refunded. They in reality had no idea if you were owed anything, just a scam.
    It goes without saying that in rip off britain, there will be scammers who charge to help you, THEY WON'T --- PERIOD --- AVOID

    Any Private Parking company who transfers from the BPA to IPC do so because with IPC they know that they will win some 80% of appeals if not more, The BPA with POPLA have an average of 50% success rates for the motorist.
    NO WONDER THEY JUMP SHIP TO ANOTHER - money money money ?

    If you have not yet read this, there is a severe problem with IPC and as we speak there is a current investigation by the DVLA.

    There are 3 companies who operate from the same address
    1: Gladstones Solicitors and their debt collectors
    2: IPC (Independent Parking Committee)
    3: IAS ( Independent Appeals Service)

    So what happens.
    The innocent public wrongly assume that IAS are truly an independent appeals service. THEY ARE NOT, THEY ARE SHAMMERS set up to extort money from people.

    The innocent public submit their appeal to IAS. At this point the PPC's are rubbing their dirty little hands as they know IAS will be on their side.

    When they decline your appeal, after a while Gladstones take over
    and start charging silly figures like £300 and threatening that if you don't pay it will go to court.

    How does that grab you ?

    1: Gladstones Solicitors and their debt collectors
    2: IPC (Independent Parking Committee)
    3: IAS ( Independent Appeals Service)
    In a nutshell, they work out of

    If I got a ticket from a PPC using IAS, I would reject it saying ...
    "I understand that the independent appeals service IAS is flawed and not in the interests of the general public. Therefore I must query how legitimate you are before I enter into any further correspondence with you.
    Please take note that if you fail to reply giving me the assurance I require, any further correspondence will be deemed as harassment and I reserve the right to fully explain to a court, my reasons in full"

    If after reading this you are at liberty to complain to the DVLA and the OFT plus your local MP
    It therefore follows that there is a petition to government to STOP these cowboy operators because we need A REAL REGULATOR and not shammers set up to extort money from you

    NOOOOO!

    The Parking Cowboys 'appeal' is not a good appeal template. In fact it's hardly an appeal at all, it's just a series of 'clever d|ck' questions. And if you don't know what 'Without Prejudice' means, look it up on Google and check what you'll be signing away with those two words!

    Some IPC companies seem to take aan ambilent attitude toawrds v.a.t.


    If, as they claim, this is contractual charge, it is a fee for parking, and thus vatable. Have they accounted for vat on their paper work?


    Ask them for a vat invoice. If they ignore your request, (which they probably will), it is a useful stick with which to beat them if it ever gets to court.
