edit post #1 to give the correct UKCPS name and also edit the title of the thread (advanced edit in post #1) to again give the correct PPC name
UKCPS are an IPC member so read the info in the NEWBIES sticky thread about IPC members and also read parking pranksters blog dated 30 oct 2015 as well
NEVER phone a ppc or debt collector about these matters
ps:- UKCPS are not claiming that YOU were there, they are claiming that THE VEHICLE was there, totally different set of facts

Should I call them like the police said (just read someone advised against it)? Shall I just send this letter?- Or do both?

My car with registration number -was never there so please check your details. In the meantime I am reporting this unlawful access to my personal details to the DVLA.
Can you also please hold on to any photographic evidence you have as this may be required by the police in the event that this turns out to be an incidence of the cloning of a vehicle.

1. Don't call a PPC, ever. They'll record the call and twist you into saying something incriminating.
2. This is a civil dispute, so the police are a waste of time.
You've been told what your best options are. If you want to ignore the advice then that's up to you.

Never, ever 'phone a private parking company.
Never send anything to a parking scumpany by recorded delivery. They could refuse to accept it and then they have proof it was never delivered. As already advised, send a letter from a Post Office by first class post, and get a free certificate of posting.
You don't need to prove your car was never there, but if you do have proof you or it was elsewhere then use that. Shopping receipts, witness statements from anyone who saw you, etcetera. However, you should simply appeal stating your car was not there and demand (none of this, please check your details" rubbish)that they provide proof that it was. Since you say it can't have been there on the day in question, they cannot possibly prove that it was.
You should also complain to the DVLA about his as well. The PPC have requested keeper information without any valid justification.

Using my phone I have established I was at my girlfriends house with my baby at this time. 4 hrs drive from claimed incident. I guess worry about CCTV to prove this at a later date, if this parking company take it further.
I guess a free certificate of posting is proof enough that I have sent this letter? I will keep a copy of this letter, is that enough? Can they still say I didn't send it?

I agree entirely, why bother. The only problem is that, if you ignore, unbeknown to you, they could make a claim in the small claims court some time hence which you may not know about. as you have moved house. The judge may grant the claim, and you will have a CCJ against your name.
This might affect your credit rating and be tiresome remove, so on balance it is best to engage with them.
Appeal to the IAS ,keep it simple, not you, not your car. If they refuse the appeal they are calling you a liar, and you can cause such a stink that the PPC will think twice about taking you to court, especially if you involve the Police, (obtaining monies by false pretences), Trading Standard, the local paper, car park owner, M P, , etc.
It is a P.I.T.A., but it is for your own protection, and it costs the PPC money.You never know how far you can go until you go too far.0 -

Before he can appeal to the IAS he has to appeal to UKCPS and he has a letter for that.

The email you use to complain to the DVLA about the unlawful access is Kadoeservice.support@dvla.gsi.gov.uk.

The proof doesn't have to be pictures, but they will have a job convincing a judge without them.
