The 5p charge is for single use plastic bags, as per the law. Although I think this is being flouted in some places (I've heard of people charging for paper bags)...
I'm not sure that charging for a paper bag can be regarded as flouting the law.
There is nothing to stop any retailer charging for paper bags.0 -

But indeed I would rather have the better bag.
Or that places started using paper bags and didn't charge.
Had to order 100's of the "single use" plastic bags from amazon though as I do need them and did re-use them all.
If the bags aren't single use (or plastic & single use should I say), they aren't part of the scheme (meaning the retailer can keep the profits and doesn't need to keep any record of bags sold).
Most of the shops seem to have completely done away with single use carrier bags and now only sell their own thicker ones for 6-10p or the cloth ones for £1.
People don't seem to mind having to pay for bags, the only complaint i've heard from people is that the bags should be unbranded and they shouldn't be paying to advertise the store.

Day after the charge came in, My local Tesco Extra tagged all shopping baskets. Heard the security guard tell a customer that people were just walking out with the baskets and not returning them.0 -
Can you return a bag for a refund?

Yeah up here I heard of one person doing the same (their response was "well they're charging you 5p a bag, but they're no charging you for baskets). We had that problem when i worked at Tesco many years ago.
We had baskets with wheels on, they would constantly go missing so they all ended up having security tags on0 -
Would anybody really choose to pay 5p for a single-usebag as opposed to 10p for one that you can take back for a new one again & again?
Yes I did it yesterday.
Was out longer than expected so went to Morrisons on the way home.
Already have too many bags for life clogging up the cupboard so brought a couple of 5p ones that will get re-used as dog poo bags.The way things are going, soon we are all going to be victims of something or other.
