Windscreen ticket - PLEASE HELP!

Hi there,
So sorry for opening a new thread about parking tickets but I really need your help. Although I've been reading this forum for years, I'm a newbie at posting. I've been reading threads regarding parking tickets and about this company for the last 4 hours. I found a windscreen ticket while I was in a house checking for a gas leak after being sent by local council for an emergency gas escape. Should I appeal now or wait for the NTK? The reduced amount is 60.00 pounds (which is enormous) if paid within 14 days, then 100.00. Will they charge me the full amount if I wait for NTK? Should I appeal to POPLA then? Should I put my name and address on letter?

council ticket or private company ticket ?
if its council, post on pepipoo forums
if its private , name the area it happened in (england or wherever) and the name of the actual parking company0 -

BPA member , so send in your postal appeal using the template letter in the NEWBIES sticky thread, add your pcn number and name and address etc , print , take to the PO counter and post it , asking for a free certificate of posting, post it on day 25 after the windscreen ticket date, no later
dont alter the template letter at all, no naming the driver, no inferring who was driving, you are appealing as keeper0 -

I'm losing my mind with soo many information. In the NEWBIES thread it says I need to appeal within 3 weeks/day 20 for windscreen ticket and I read the PCN again and it says: "If you wish to appeal against this PCN you should submit your case in writing or online within 14 days from the date of issue" (in my case tomorrow is the 14th day).
When should I send it to PPC, please? I'm so stressed about the time...
