I am currently sitting in my brothers flat , as I believe someone will be at my place shortly to have a look a round .
His flat is absolutely boiling! He had slight dampness in his flat last year. He keeps the heating on full pelt everyday . What is wrong with him?!?
I know he knows the building trade, but this is a joke .

AC, I can't see that the fans would be much of a deterrent, as most people would know that they are usually attached to light fittings and relatively easy to remove - I think?
I think LL and me are on the same page about you cutting your losses for the sake of your health. But all we can do is give advice.
Smodlet, you have reminded me of our neighbours when I lived in London. They were a young couple with a small baby. I think that she used to lock him out when he went out drinking, because she knew what he was like. However, this just resulted in him screaming in the street late at night, and he did once kick their door in - pretty scary for the two young women downstairs! One morning I went out and saw what looked like lots of blood on the path. My first thought was that one of them had finally had enough - we had heard him threaten her many times - but on closer inspection it turned out to be a bottle of ketchup which she had presumably thrown out of the window at him.
I'd agree with reporting them to the police, especially when it is late or when they are in the street. Not sure about in England, but I know that under Scots law the police often contact landlords when their tenants are repeat offenders for noise.
Our biggest problem this week was the appearance of several sheep and their lambs, at 6am. There is a recurring issue with landslip on the hill opposite causing their fence to fall down. There are no fences between our three back gardens and they seemed to know exactly where they were going, as we have had woolly visitors before. I think the neighbour's dog might have scared them off this time though - he is harmless but is a big dog with a big bark. But I am currently looking out over the bay and watching the sunset develop, so I can live with the wildlife!

Hey, Bettyboo, I'd swap places with you in a heartbeat. The police have been out, twice, the second time was yesterday. They politely told OH they "don't get involved" with domestics... has nothing changed since the 80s? I presume if an actual crime were committed, they might just bestir themselves, but expect very little, now. Perhaps disturbing the peace and antisocial behaviour are considered normal in this dump.
OH called the landlord yesterday, who said he would deal with it today. No sign of him. I called him tonight... guess what, he doesn't give a !!!!. No decent LL would rent to the likes of them in the first place; no deposit, no guarantor, the state the place was left in by the last tenant and he did nothing at all. And he'll get away with it because scum like him always do.

I'm going to try and get some rest in a bit, but I already know they will be kicking off around 5:30 am. I am shattered but too wound up to sleep.
Sorry to be such a bore, that is why I have stayed away from here today.

Today I'm taking my 90 year old dad to see his 92 year old sister. It's about an hours run. TBH I'm still not feeling all that well so not really looking forward to it. They both are as deaf as posts and have early dementia. Bless 'em - it should be - er hem - "interesting".

Yeah, AC, were this Dallas, TX, they'd have been spaghetti sauce long ago, I DON'T THINK... let's all take a moment to thank our stars we live here and not there. I would rather have an ineffectual (in my particular instance) police force than a racist one.
Thank you, LL, Bettyboo, for your support. They actually had the extraordinary grace to allow us to sleep last night, so I feel much better today, thank you all very much. No doubt they will rectify the situation before long. Heard a few screamed F-bombs already but at least she had the consideration to wait until we were awake.

If the noise is so bad that it's repeatedly disturbing your sleep then it's bordering on a health issue ( and a 'statutory nuisance' ) and the local council ( environmentally health) might be able to help where the police can't. It's the council who can do things like issue noise abatement orders.
