I don't doubt that shill bidding is a problem on Ebay. There is one way to protect yourself, at least to some extent. That is to not bid more than you want to pay, only an idiot would bid more than that. That I do agree with.
I also believe now that when there are so many prior bids on an auction item and the bidder has proven to have many retracted bids to his credit, and a higher than average bidder rating for that particular sellers items then perhaps it is best not to pay the seller until a full investigation is made.0 -

You bid what you're willing to pay. If you win you should pay. Other bids don't matter. You could see other bids before you bid. If you're unsure about the seller then don't bid. It's that simple.
If you keep refusing to pay you'll end up with non-payment strikes.0 -
